Understanding the Housing Market in Exeter: Key Facts and Figures

Exeter sits on the river Exe, approximately 36 miles from Plymouth and 65 miles from Bristol. It is the administrative centre and capital city of Devon, home to the headquarters of Devon County Council and the primary urban centre for the Exeter and Heart of Devon area (EHOD) which includes Exeter, Teignbridge, Mid Devon and East Devon. It has a population of approximately 129,000, with 35,000 people commuting into the city each day and is home to many essential services such as retail, administrative, legal and financial, for the entire EHOD area population of around 460,000 people. Founded in AD 55 as a Roman fort with much of the Roman wall still visible today, Exeter is a city with a long and interesting history and yet, even while its historical buildings and landmarks are certainly a draw for tourists, employment in the city is much less dependent on tourism as it is for Devon as a whole. Being well-connected, as it is, with an international airport, several train stations and sitting at the end of the M5 (the only motorway in Devon), it is a modern city with a modern economy. It may serve as a tourist gateway into Devon but there is much more to it than that. Retail makes up a very important part of the city centre, which has substantial shopping facilities, however, independent shops are somewhat lacking. A survey, in 2005, by the New Economics Foundation found Exeter to be the most striking example of a clone town in the UK, meaning that it lacked diversity and independent retail. In 2010, a similar survey found the city still to be the worst example of a clone town and in 2019, the last independent shop on the high street closed down. In 2015, Exeter got its own currency, the Exeter pound, which, in part, was designed to address this issue. However, the project was discontinued in 2018, after failing to catch on. With property prices well over the national average, Exeter is an expensive city to live in. However, there are a lot of interesting things going on in the residential market. In 2019, Exeter was granted Garden City status, which inspired Liveable Exeter, a long-term programme to create 12,000 homes by 2040, guided by Garden City principles. The city also has a plan in place to become carbon neutral by 2030. As well as this, Exeter’s UNESCO City of Literature status is also informing the strategy, meaning that cultural development is being interwoven into all residential projects. Exeter is, in other words, ambitious, forward-looking and planning for its future in a serious way.
